Dr. Panda was born on January 2,1963 in Poblacion Lumbatan, Lanao del Sur, Philippines to Sultan Diamla Panda Macarimbor and Maimona Maunga Panda, both are practicing Muslims.

Married to Aleema Jamilah H. Nor Panda, Acting President, Rabitatu Nissa Al-Khairiyah, Inc., Lanao del Sur, Philippines.

Holder of Ph.D in Philippine Studies (Bureaucracy) and MA in Islamic Studies (Society and Culture) from the University of the Philippines, Diliman Quezon City in 1993 and 1989, respectively. He finished the Ph.D degree under the UP Presidential Scholarship, the highest UP academic scholarship requiring grantee with 1.5 semestral weighted average grade.

As consistent full scholar student, he finished his AB in Islamic Studies and BS in International Relations from the Mindanao State University, Marawi City in 1985 and 1986, respectively.

Educator, lecturer, writer, community organizer, media practitioner, civic leader, peace advocate, businessman and socio-political reformer.

Professor of the King Faisal Center, Mindanao State University and former Dean of the Graduate School of the same University, Marawi City

Member, Board of Advisers of the Wisdom International School for Higher Education Studies (WISHES).

Member, Advisory Council of the World Assembly of Muslim Youth based in Cagayan de Oro City, Philippines.
