PROPOSAL TO ALL CONCERNED MARANAOS OF LANAO DEL SUR

I. Situationer

 

Corruption and violence were the core problems  that hinder  peace and development of  Lanao Province. Our home place  remains to be one of the underdeveloped provinces in the country today. If you take a glance on surveys, ARMM specially Lanao Province  stays below the national average of development indicator when in fact besides from the Annual LDS Internal Revenue Allotment which is nearly 700 million pesos there are many approved  Development Projects for the province.

Poverty is one of the debilitating effects of Corruption. A strong correlation between corruption and poverty is evident in the results of the Corruption Perception Index 2006. According to Transparency International Chair Huguette Labelle, “Corruption traps millions in poverty”. And that is true for Lanao del Sur because it is one of the poorest provinces in the Philippines basing on the data below:

II. Challenge

 

One of the reasons of continuing corruption and violence in our place is the passiveness of maranao people knowing that with our own initiatives we can help eliminate these problems. We can do something for this. We can make a difference by addressing  possible solutions to these problems and so long us we adhere to the teachings of our Prophet Muhammad (saw). Our beloved Prophet said:

مَنْ رَأَى مِنْكُمْ مُنْكَرًا فَلْيُغَيِّرْهُ بِيَدِهِ فَإِنْ لَمْ يَسْتَطِعْ فَبِلِسَانِهِ فَإِنْ لَمْ يَسْتَطِعْ فَبِقَلْبِهِ وَذَلِكَ أَضْعَفُ الْإِيمَانِ

    "When any one of you sees anything that is disapproved (of by Allah), let him change it with his hand. If he is not able to do so, then let him change it with his tongue. And if he is not able to do so, then let him change it with his heart, though that is the weakest (kind of) faith."

Basing on the above hadith, our Prophet Muhammad (saw) has challenged every muslim to  be a catalyst of change.

 

 

III. Proposal

 

During our online discussion in ranaw website, we have planned to create an organization which its primary objective is to take an appropriate approach in eliminating corruption and violence.  I have written a some details and draft of constitution and by laws of the planned organization.

I am leaving this  proposal to every concerned maranaos of Lanao Province for suggestions and comments. I would like to reiterate that this is not yet final.

A. Proposed name of the Organization:

RANAO CITIZENS AGAINST CORRUPTION AND VIOLENCE

 

B. Mission/Vision Statement

  Mission:

To take an appropriate action in eliminating corruption and violence

 

Vision:

To protect Lanao Province from debilitating effects of corruption and violence

 

C. Code of Conduct

Code of Conduct:

1. We shall devote our self to be truthful and maintain the integrity of the organization.

2. We shall live in life of honesty and volunteerism.

3. We shall perform our duty voluntarily and in accordance with the policies of the organization.

4. We shall nurture in our heart the love of our mother place.

5. We shall not disclose any important  information to the organization.

 

D. Constitution and by-laws

 

Preamble

 

We, concerned citizens of  Lanao del Sur, do hereby bind ourselves in seek of transparent governance and peaceful Lanao province. Towards these ends we recall the ayah in  Qur'an:

 

 

وَتَعَاوَنُواْ عَلَى البِرِّ وَالتَّقْوَى وَلاَ تَعَاوَنُواْ عَلَى الإِثْمِ وَالْعُدْوَانِ

"Help  one another in righteousness and piety, but do not help one another in sin and rancour"

 

Desiring to support a call for peace and development in Lanao Province, We do solemnly ordain and establish this constitution of Ranao Citizens Against Corruption and Violence and the by-laws enacted under the constitution.

 

Article I- Name

The organization shall be called and known as Ranao Citizens Against Corruption and Violence, or by the initials RCCV.

 

Article II- Mission

  1. To promote peace and development of Lanao del Sur.
  2. To call for transparent governance.
  3. To advocate for public involvement in issues affecting our society.
  4. To take appropriate action against corruption and violence.

 

Article III- Membership

Membership is effective upon signification of intent and payment of membership fee.

 

Article IV- Meetings

  1. There shall be an annual assembly to which all members will be called by written notice.
  2. There shall be monthly, weekly, and special meeting which will be fixed by the convening board.
  3. Those present and voting at annual & special meeting shall be constitute a quorum.

 

Article V- Convening Board

  1. The Convening Board of RCCV is elected by the members to faithfully carry out the mission of the organization under this constitution and to execute policies consistent with this constitution according to the By-laws  and its own resolutions.
  2. The Convening Board shall consist of 15 members.
  3. Members of the Convening Board shall be elected for a term of three years.
  4.  Elections for members of the Convening Board shall take place at the same time each year.

 

 

 

Article VI- Officers of RCCV

  1. The officers of  the Convening Board are the following:

Chairman, Co-Chairman, Executive Secretary, Financial Officer, Internal Auditor,  Chief of Issue Advocacy, Spokesperson, Chief of Recruitment, Assistant Chairman for Election concerns, Chief Coordinator, Provincial Coordinator, National Coordinator, Research Analyst, Chief Investigator, and Planning Officer.

  1. The Convening Board shall elect Chairman and Co-Chairman.
  2. The Chairman  shall serve as the focal point of unity for the Convening Board and for the RCCV. It shall be the Chairman responsibility to:
    1. preside at the meetings of  the Convening board and of the RCCV.

            b.  appoint from among his co-members the rest of positions mentioned.

c.    represent the RCCV in all matters external to the RCCV.

d.    appoint with the consent of the Convening Board all committee heads

      e.    secure persons willing to serve as a legal advisers, Ulama advisers,

             and technical advisers.

      4.   The Co-Chairman shall chair the meetings of the Convening Board and of the

              RCCV and assume the functions of Chairman when the latter is unable or  

              incapable of carrying out these responsibilities.

  1.  The Executive Secretary shall record the minutes of all meetings of the

Convening Board and of the RCCV, keep in proper order all records and Communications necessary to the mission of the RCCV.

       6.   The Financial Officer  is responsible for  collecting membership fees, keeping              the financial records of RCCV and approving expenditures consistent with the              budget.                                                                                                                        7.  The Internal Auditor shall evaluate and assess the financial records of RCCV.        8.   The Chief of Issue Advocacy shall gather important informations regarding                 local governance and violence issues and submits it to the  convening board                 and to RCCV  members. The Chief is also responsible for publication of                      RCCV's stand on public issues.                                                                                 9.    The Spokesperson shall  speak on behalf of RCCV's stand on public issues.                 He is responsible for coordinating with the media groups.                                      10.   The Chief of Recruitment shall secure persons willing to serve and volunteer               in the organization, and keeps files of the RCCV members and officers.              11.   The Assistant Chairman for Election Concerns gathers data on election                         frauds, vote buying and other election related problems, submits his report                   to the Convening board.                                                                                         12.   The Chief Coordinator shall act as head liaison of  national and provincial                   coordinator, approves the appointment of city, municipal and assistant                          coordinators and communicates all the decisions of convening board to                        RCCV members.                                                                                                      13.   The Provincial Coordinator shall act as a head liaison of municipal                               coordinators, recommends to the chief coordinator aspirants for municipal                   coordinators, shall evaluate public reactions on current issues & submits                     report to the chief coordinator.                                                                                 14.  The National Coordinator shall coordinate with established national anti-                      corruptions and violence organization.                                                                    15.  The Research Analyst shall gather and analyze data, surveys, public                            opinions, and conducts consultations, see to it that all research results are                      kept, and submits report to the convening board .                                                     16. The Chief Investigator shall investigate all complaints received, anomalies                   and other public issues, submits report and recommends appropriate actions                 to the convening board, and has the power to create a investigating teams.              17. The Planning Officer shall arrange programs, activities, and meetings of                      the convening board and of the RCCV members, and prepares agenda for                   each meeting of RCCV and the convening board.                                                     18. In the event that any member of the Convening Board shall resign or                            or otherwise become ineligible for service, a vacancy shall be declared                         and filled by a majority vote of the remaining members of the Convening                     Board. Members of the RCCV  chosen to fill a vacancy on the Convening                    Board. will serve out the remainder of the term of the one whose resignation                or ineligibility created the vacancy.

 

 Article VII- By-laws

 By-Laws consistent with this Constitution are enacted by the Convening Board by majority vote. By their nature, By-Laws are to express policy of the RCCV that is of important enduring character, or procedures required to carry out the purposes of this Constitution. By-Laws once enacted may be amended or repealed by majority vote. Actions taken contrary to existing By-Laws are not valid. By-Laws must be submitted in writing before vote.

 

Article VIII- Resolutions

Resolutions of the Convening Board are to be developed by consensus whenever possible. If consensus is not possible, Resolutions may take effect upon the vote of a simple majority of the entire membership of the Convening Board.

 

                                                                                                    Article IX- Committees

Ordinarily the business of the RRCV  is conducted by the Convening Board.  The Convening Board may constitute itself as a Committee of the whole. But in case there is a  need to create an appropriate committees for study and report, such   appropriate committee shall be  established by Resolution of the Board.

 

Article X- Funds           

1. RCCV Funding is to be raised from dues, membership fees, gifts from individuals and charitable foundations, and corporate donations. Grants for particular purposes are not to be accepted from any source without prior scrutiny of the Convening Board, and corporate donations shall be subject to moral and ethical scrutiny.

 2. No appropriations are to be made to members of the RCCV as means of compensation.

 

Article XI- Amendments

This Constitution may be amended by the majority vote of the members of the RCCV voting on the issue of Amendment. Amendments to this Constitution may be proposed by Resolution of the a duly elected Convening Board or by petition of at least twenty members of the RCCV. Proposed amendments must be submitted in writing to all members of the  at least thirty days prior to the vote. The vote may be held at the annual Meeting or by mail.
