MILF to gov’t: Make peace talks grand national agenda PDF Print E-mail

Even if they are adversaries across the negotiating table, a ranking member of the Moro Islamic Liberation Front (MILF) has urged the Philippine government, composed of three branches, the Executive, the Judiciary, and the Legislative, to treat the peace talks as a grand national agenda.“This will make the peace negotiations succeed especially in the implementation phase,” Muhammad Ameen, chairperson of the MILF Secretariat, told Luwaran by phone today.

He said that although the MILF never consider the Philippine Constitution as the basis of the negotiations, being shallow, limited, and epitome of Filipino interests, but the MILF does not stand on the way if the government undertakes constitutional process for the exact implementation of what has been agreed by the Parties in the form of “comprehensive compact”.

The MILF will stand in the sideline and wait for the fulfillment of the Philippine commitment while it undertakes all sorts of processes to comply with its Constitution and its obligations.

He said President Arroyo needs the cooperation and support of the two Houses of Congress, the Catholic Church, the business community, the military, the civil society groups, the international community, the Filipino people, and even the media.

The so-called Moro Problem has plagued this country for centuries, but even after the signing of the much-heralded GRP-MNLF Final Peace Agreement on September 2, 1996, the problem stays and is violent as ever.

Analysts said the main reason for this is because what is stipulated in the 1996 agreement has not been religiously reflected in the Organic Law passed by Congress after the signing of the agreement. There were substantial deletions and additions that do not make it the replica of that accord.

They said that if the agreement has been fully translated into the law passed by Congress, chances that the MNLF problem, not the Moro Problem, will be shelved forever.

To date, there are many opposition lawmakers who are willing cross party lines to support the peace process of the government. Some say President Arroyo can count on the support of the following: Senator Loren Legarda, Senator Aquilino Pimentel Jr., Senator Kiko Pangilinan, Senator Gregorio Honassan, himself a “rebel”, Senator Antonio Trillianes, Senator Joker Arroyo, Senator Mar Roxas, Senator Dick Gordon, Senator Francis "Chiz" Escudero, Senator Edgardo Angara, and Senator Jamby Madrigal, for her peace efforts in Mindanao including especially those that require congressional fiat.

Meantime, the MILF says that it will never sign a bad agreement with the government, which it describes as worse than no agreement at all. Also, unlike the MNLF, the MILF leadership does not aimed at landing a job once a peace deal is signed. They would concentrate on the full implementation of the comprehensive compact, in tandem with the government and the international community that provides some of the guarantees for success.
